We still come across people who think a refuge is a place to leave someone to be rescued by the fire service. A designated refuge should be a place from where a mobility impaired person can be evacuated to a place of complete safety.
Where communication systems are provided at a refuge it is also essential that they are included within emergency procedures and PEEP processes to ensure the users of a refuge and building managers understand what they are for and how they work.
We have many examples where the users can not be heard by the receiver due to the sound of the fire alarm, everyone evacuates the building so there is no receiver of a call, refuge points are not identified so receivers do not know where the call is from and more worryingly inappropriate locations are designated as refuges.
